I am going to start a thread to give folks a heads up on what the planned releases are from the COE Philpott Dam (Smith River). This is a plan only and is subject to change without notice. - I will try to keep it updated as I receive emails from the water manager @ USACE - Wilmington District. 
 

"We are decreasing releases from Philpott this morning to ~680 cfs (1.5 ft single sluice gate setting)"

"Philpott Sluice Gate decreased to 1.5 FEET (650 CFS) at 0745 OT       May 8, 2017"

Philpott Update 5-11-17

(Lake elevation) "Currently 974.2 ft and falling"

"We plan on reducing releases this afternoon to ~400 cfs, to hold through the weekend"

"With the current rainfall forecast and anticipated inflows, expect lake to rise slightly. For reference, forecast rain is less than last weekend, however if we receive the same inflows as last weekend, we can keep the peak (lake elevation) near 977 ft"

Update 5-25-17   Go elsewhere for the near future

"Philpott: At elevation 976.9 ft and rising. Inflows expected to peak mid-day today.

Increasing releases this morning to 1500 cfs; potentially more by the end of the day to reduce in-lake impacts for the weekend.

Expect to return to ~680 cfs or less next week"

The latest - 2:29 today 5-25-17

"We will be increasing releases just a little more this afternoon from Philpott.

Currently releasing 1500 cfs. Going to 1750 cfs (4 ft sluice with low flow valve). This may seem like splitting hairs, but I'm trying to find a release that keeps lake level impacts down and can be maintained from today through the long weekend with some light rain scattered throughout the next few days.

I know this is bad timing for this rain, but I hope folks can still find some time on the River this weekend in spite of it."

The latest 5-30-17 (Might be able to fish later today and through the weekend if we don't get more rain)

Not going to happen. Big concern now is having enough flow to keep the water temps from spiking into "fish kill" territory. A constant 190 cfs is probably not enough in the lower river.

Thanks Al. I was able to get out on the river today because of your thread. That 400cfs range that we saw basically all last summer seems to be a good number for the fish and wading in some areas. It's given the fish a break in the normal "honey holes" people fish all the time at 75cfs.

I think when it is all over and we get some good samples taken we will find the fish did real well. The big problem all along has been the constant up and down of flows and extremes in temperatures associated with generation. Of course that is the nature of tailwaters.

My guess is that all the extra water has been disparated and without more rain they are only releasing enough to meet regulatory requirements. We definitely need to keep watch of the temperatures. 80 degrees is the danger point.

Late August, early September is the last word which was passed on to me. I will check this week to see if that has changed and will post as soon as I know more.

I need to do a bug expedition. I can use some help...

I had the kids up in the sulfur hole on friday evening, hatch was weak, but fish were rising. I didn't fish. I guided the kids. The roped in about a dozen. I pumped stomachs on a few, plenty of sulfur in them bellies, a smaller midge looking critter and some baetis.

I had kids throwing mixed bag, parachute and comparadun sulfurs- weak response. Switched one to Barr emerger in BWbro, and the other on a sulfur  CDC biot, that's when they started connecting. By spinner fall it was too dark to re tie so we caught lighting bugs.

Heads up - here is latest. Got to give tip of the hat to COE & DGIF who are monitoring and working together to prevent a fish kill. Pray for rain or cooler temperatures guys because there is only so much water in the lake and we still have August ahead.


"We will be increasing releases this afternoon from Philpott. Currently releasing 150 cfs. Going to 250 cfs.

Water temperatures are rising in the Smith with our lower release. Temperatures are going to increase later in the week, with decreased chance for rain.

If we get some relief eventually with good rain or cooler temps then we will consider going back to the 150 cfs and being a little more conservative with our storage in the lake. Until then, we will need to maintain close to 250 cfs."

Answer to the question of when does Philpott expect to be back to normal operations

"Al, latest news I heard from work inside the Powerhouse was September.  There were a few issues getting modifications done within the contract.  I know this has been a long time coming but we are getting close"

Cutting back to 200 cfs starting today. Anticipate this will continue for at least a week and perhaps longer.

They are watching downstream temperatures and are same time trying to conserve water. Philpott pool is currently below optimum level

Talked with the new Philpott Manager at the Smith River Fest this past Saturday. The latest projection is early to mid October for resuming generation.

There is also a new wrinkle - One of the two turbines is damaged beyond repair so they will only be using one turbine - that figures to be about 750 cfs. Currently there are no plans to repair the damaged turbine. I expect (and this is only me speculating) the generation periods will be prolonged because it takes twice as long to use up water at 750 cfs as it does with two turbines cranking out 14-1500 cfs

There is new technology in the works (whatever that means) but it will be 4-5 years before it comes on board.

*correction* fuck yes! 750 all the time could be just what the fishery needs. 1500 at 48 degrees was obviously very hard on the bugs via reports I've read. Time will tell, but this could keep the bank fisherman away. Boats will be used more now too.

With 1 turbine and a longer generation, wonder if there would be a different cycle on times.  Meaning, generation during the afternoon and continuing overnight, rather than a sunup to sundown type of a schedule.

they will generate when they can make the most money and demand is highest... I suspect morning till early evening... they were running on average four hours a day... so now it will be eight... gonna get me a raft....

After talks with the parks and rec and dan river basin I was told by a few folks "to not ask for something that I wouldn't want". Basically some drba people told me(not brian williams) that by building boat ramps, the river would become accessible to "everyone" and they were afraid your average dude with a jon boat would try to run the rapids. I understand the safety issues and right now the river can't handle huge amounts of traffic. Right now a raft is your best bet. It was real good at 700 during weekend releases.

Me and Keith saw our favorite poachers shoot the falls in a Jon Boat.

Drift boat isn't an option. No ramps at all. Matt is using his raft. I've contacted dan river basin about ramps 2 years ago. They directed me to henry county parks and rec. "We are reducing releases from Philpott to day from ~220 cfs to ~160 cfs. (going to a 1/4 ft sluice setting)
(~110 cfs thru sluice + ~30 cfs thru low flow valve + ~15 cfs thru bypass valve)

Also, be aware of frequent fluctuations in the releases this week and next, as we test the station service unit (~30 cfs fluctuation) and Unit 1 (potentially ~600 cfs fluctuation). There is no set schedule for these testing releases, but they will be short period tests. Once we begin running the tests for longer periods (such as overnight or for most of the day), then we will try to provide a better estimate of the timing"

The latest as of today ............. Looks like they ran into a few snags last week. If you do fish stay aware of your surroundings. I'd suggest staying where there is easy "in & out" because if you get caught in one of their test cycles and have to get out on the wrong side it will be a long walk back to your vehicle.

To all,  We are currently releasing ~170 cfs from Philpott.

We anticipated testing Unit 1 intermittently throughout the week. However, we will not be testing unit 1 until next week (26-Sep). However, testing on the station service unit is planned this week. There is no set schedule for these testing releases. Anticipate intermittent fluctuations of about +/- 30 cfs throughout the week.

I'll leave final comment for Al and Streamer eater. But from comments I've received from others, about the same. Meh.
What was interesting, and alarming, was that the temp went to 70 degrees at Philpott in 10 hours. Wow. Was it the reduced flow, or the new level the low flow  valve and house generator pull from?
It went back down when they bumped it back up.

Did it fish well??


My 3 guests caught 26 fish total between trestle pool and the mirror plant. Nothing over 13", but that is to be expected for that section of river. Action was good on attractor type flies. The water cleaned up quite a bit in the afternoon. The new low flow valve must be higher or something and pulling warmer water, because it was very clear compared to the brown junk out of the sluice gates.

We are testing the station service unit 24/7 this week, so releases should be on the order of 90 cfs, through the low flow valve and the station service testing. If there are reductions in flow, they should be brief.

I will keep everyone on this list posted if things change and when a decision is made regarding flows through the weekend and next week.

According to DGIF when I expressed concerns - 75 degrees is stress time. 80 degress is belly up.  They also think the fish move up or downstream to deeper holes and areas of relatively cooler temps so short term spike of 80 degrees on the gauge does not necessarily mean it is over

With fall and cooler temps coming on we have probably once again dodged the bullet. Hopefully they will soon start scheduled generation and we can all enjoy cooler water. Pray for rain because Philpott lake levels are down which means even with the turbine fixed there won't be much water to send downstream.

This just in as of 10 minutes ago

We are going to stop the station service unit testing this afternoon, and through the long weekend.
During this period of time, we will make releases through the sluice gate only - anticipating ~115 cfs beginning this afternoon and continuing until at least Tuesday.

The latest ..................  note that they are well aware of the risk of a fish kill and are trying to make sure it does not happen on their watch.

"We are going to begin testing the station service unit today - 24/7, like we did last week.

The latest - Surf will be up this afternoon. Looks like they are close to getting back to a normal schedule.

"Looks like we may be able to begin full load testing on unit 1 today. With that, expect more water on the Smith for longer period of time today.

With no specific schedule, we anticipate a few hours of close to 600 cfs this afternoon.

I will send another email out this afternoon by close of business to let you know what to expect tomorrow and the weekend (to be determined by the progress of the testing today)."

The lake is like a layer cake. We've been slow to work through the layers.
At 600+ cfs we'll work through them faster. (If they actually get shit working.)

Looks like they are back up and running - This is the latest as of today. Start checking the phone announcement.  Only one turbine but it will get you in trouble if you are not aware of your surroundings.

"Unit 1 is available for generation and is running this week on a limited schedule.

Anticipate generation Monday through Friday several hours each day, with station service unit flow 24/7.
We are closing the low flow valve until Thursday afternoon"

We are working with SEPA to determine next week's declaration, so expect the schedule for next week to be sent out tomorrow.

Air temperatures are expected to be cool in the Smith Basin this weekend, but we will be monitoring water temperatures on the River throughout the weekend.
Although the station service unit is rated to release 30 cfs, the flows in the Smith River below the dam at the Philpott USGS gage have been reading close to 60 cfs between unit 1 generation this past week. The minimum flows at Bassett this past week have been nr 70 cfs."

You are right Woolly - They can see the results of those temp swings when they age the fish back in the laboratory.  The fish get confused and go into winter mode. They don't feed as much on what little food there is. That is why fish in the upper river are stunted for the most part. 

It will be interesting to hear what the past two years of constant flows did to the fish. We think it was good for growth but won't know for sure until the biologist crunch all the numbers and issue their report at the SRTU meeting on December 7th.

my research project should have some real clues when we run the stats on upper river 2015 vs upper river 2017. Unfortunately I had to use 2015 data to meet my timeline and it doesn't tell us much of anything we don't already know.

I had to review a half dozen papers on the tailwater effect, do not be fooled into thinking that temp spikes are the only problem. I focused on lack of forage fish and crayfish in the upper river. While I did invert biomass, it was in line with the observations of T. Newcomb and the Orth study.

Virginia has numerous species of crayfish, some can easily tolerate the mean discharge temp of 8 degrees Celsius. What species are in the Smith is unknown to me, so temps could be a factor, but so can alternating depths and velocities. Remember, these little critters need food too. This comes via leaf litter and other detritus that is pretty easily washed away at 400 CFS or better. Sedimentation is also a key problem in tailwaters. This is why the last half mile before MV dam is unproductive unless you are into suckers, chubs and the like. The substrate is all muck.

TF, nearly all Foothill streams have silt issues due to moderate rainfall, hilly terrain, and poorly suited land use.  The issue with the build up above Martinsville has more to do with Martinsville dam than Philpott.  Heck, the dams on Big Elkin creek near my house are almost entirely backfilled by sediment.

I'm of the opinion nearly all negatives at the upper Smith stem from the loathsome pulse release.  The most severe pulse release river I can think of in NC is the Pee Dee below Tillery.  Ain't much of a fishery there.  Tailwaters such as the Neuse below Falls Lake, Roanoke River below Roanoke Rapids lake, and many other more stable tailwaters are more productive than natural river environs.

Correction to what I posted about 3 hours ago.  Be sure you call the announcement (276-629-2432) which should be updated on Friday

Go early and get downstream - stay ahead of the flow - ie water will not hit Stanleytown Bridge until mid morning and down in Koehler about noon.

Be aware of your surroundings and in an area where you can get out if you are playing it close to flow arrival time. If you get out on the wrong side of the stream it will be a long walk back to your vehicle.

Well it could have been worse - Here is the latest...............

"The last week has produced a tremendous amount of rain, pushing river flows above flood stage and resulting in inflows into Kerr over  80,000 cfs for most of Saturday and Sunday. Dan and Roanoke River flows, and thus inflows into Kerr, have peaked, but there is still plenty of water being stored in the lake.

The headwaters of Philpott were spared, relatively speaking, so inflows are falling off fairly quickly. Philpott currently 975.5 ft and falling; releasing ~630 cfs through single unit generation. Anticipate modest sluice releases this week, targeting elevation 974 ft by Friday".

About an hour later this came in..............

"We will be increasing releases this afternoon - opening one sluice gate one foot for an additional 450 cfs.
Total flow from dam will be ~1100 cfs.  Anticipate holding the rate of release until Thursday".

Things are looking up  ;D  Now if we can keep the rains in check.   Here is the latest .........................

Philpott:
- Currently nr elevation 974.5 ft and falling.
- Making 450 cfs sluice releases since Monday afternoon, in addition to 24-hr generation, to manage the lake levels this week. Anticipate stopping sluice gate releases this afternoon or tomorrow morning.

Declaration for next week is expected to result in a more normal generation schedule (i.e. no generation this weekend, and moderate generation schedule for the weekdays).

- Targeting elevation 974 ft for the weekend.


An hour later this came to me ......................

"Philpott Sluice Gate #2 closed at 1300 OT"

It is to late for me to inquire as to what is going on this weekend but I will do so early next week. I understand flood stage abatement and also understand the reason we are getting prolonged generation due to only one generator, but once the lake level is down I think it is time for Dominion Power to be a little more accommodating.

You want weekend releases. They have always done weekend releases in summer to keep the lower smith trout alive.

Big J is right - we need all the cool water we can get to include weekends, especially since they are only turning one turbine. The use of one turbine has changed things a lot. We hated the fire hose effect of two turbines but it did have the effect of cooling things off in a hurry. Now the water is flowing at a reduced cfs which gives it a chance to warm up faster as it flows downstream. We thought we were in good shape when we lobbied DGIF to extend the managed trout water beyond the Martinsville Dam to the Mitchel Bridge - an additional 10 miles. That fishery is now in jeopardy as we enter the doldrums of summer. It is just not a matter of more water - the temperatures behind Philpott Dam have also increased. No one is sure if this is because of a global warming trend or perhaps the strata of the lake has changed because of 2 years of "free flow" while they were making repairs at the dam.

FYI - The Philpott COE, DGIF and SRTU are working together to do all we can to save the fishery.  Will we be successful - no one knows? Pray for rain and an early onset of cooler temperatures.

Canoe and now a stealthcraft hooligan xl. Something with an anchor to set up on a rising fish. Finding a steady riser hasn't been very difficult for me. They really head towards the shore and cover to grab an easy meal. Haven't streamer fished yet, but I bet it will be pretty good this fall. Depends on when the bugs hatch of course. I've been giving them an hour or so to get acclimated to the flow. Being that now we are at the tail end of the event, it has been prolific, but short and close to dusk. Spinner fall was pretty dang good on sunday night. Better numbers and size of bugs up top now. I pray we never see 1500cfs again.

WATER RELEASE UPDATE!  We try to maintain a normal lake level and do not draw down the lake prior to a storm.  If we send a lot of water downstream it would have increased the potential of flooding. We do try to bring the lake to a normal level as quickly, but cautiously as we can. 

If the lake is 8 feet high and we hold that water too long and get another storm soon after, we've reduced the amout of flood storage we have by eight feet for that second storm.  The best way to reduce flood risk to downstream communities is operate these reservoir projects as they were designed, which is to capture floodwaters flowing into these reservoirs during storm events and then to release that stored water in a controlled less-damaging manner after downstream conditions start to improve.

Releases from Gaston will be near 16,000 cfs before ramping up over the weekend to 25,000 cfs to be released through next week.

The latest - don't expect things to change as long as we keep getting rain.

PHILPOTT
Currently near elevation 974.25 ft.
Generating 24 hours through Friday.
Declaration for next week calls for 16 hours of generation on average each day.

KERR
Currently near elevation 309.3 ft.
Heavier than expected rain over the past weekend on top of rainfall from Florence kept inflows higher this week prompting slightly higher releases next week.
Releases from Rapids will be stepping up this weekend to 28,500 cfs for next week.


FYI - I took part in the tour of Philpott Dam last weekend. Received a lot of trivia info about the building of the dam. One item that was not trivia was they have received funding to replace the two old turbines. They are currently in the design phase. The first one to be replaced will be the one which is beyond repair. This is a whole new territory and the replacement of the 1st one will not physically begin for about 3 years. How that replacement goes will be used as a learning experience and dictate how and when the 2nd one is replaced.

As per the betterment plan releases from Rapids will be stepping down starting at midnight tonight.

The betterment will last through the following week and should bring the lake within 0.5-1 ft of guide curve by the end of the week without any additional rain.

Inflows for today and tomorrow are expected to be in the 100,000 to nearly 150,000 cfs range.
Next week's original declaration called for step down of flows from Roanoke Rapids from 15,000 cfs to 10,000 cfs.

***However, based on extremely high current and forecast inflows into Kerr we anticipate increasing outflows from Roanoke Rapids to 35,000 cfs starting Wednesday. This will be confirmed with a follow up email Monday with additional details based on actual inflows over the weekend.***

Not much we can do about 24 hour generation when they have this much water - latest forecast from my source at COE is 24/7 all of next week.

What I am going to explore is once things get back to normal - ie normal seems to be 12 hour generation, why can't that 12 hours be programed so that there is at least a portion of the day where we can wade?

I know the argument will be "we are a peaking station and we can make more $ at peak rate."  Actually there is not a great $ difference. Good will and public relations should have some value. I've fought this fight before - I'll need your help if we go this route.

"Sluice gate settings are being reduced today.

At 1100 the setting was reduced to a 5' setting resulting in 2190 cfs from the gate.

At 1300 the setting will be reduced to a 2.5' setting resulting in 1065 cfs from the gate in addition to a single unit generation.

Well, the tape hasn't been updated since mid Feb.  Talking to an operator and an ACE contact, I get the feeling they are going to keep the one generator going for quite a while 24/7 , then get into the more "normal" (for the past year) 8AM - Midnight.  When?  I have no idea.  Hoping the budding trees and and plants slurp up the water in a hurry.

I'm not a water flow expert or fisheries biologist but this is what I heard at the December SRTU meeting. According to DGIF the one turbine at 700cfs all day long is not chilling the water the way two turbines at 1400 for a shorter period was. It seems the 700 cfs flow has more of a chance to warm as it goes downstream.

With that in mind we are in talks with COE about running the one turbine and the sluice gate so the flow gets up to 1400cfs - this would clear the inflows to Philpott twice as fast in a controlled manner which was main purpose of the dam in the first place, ie flood control. Unfortunately that mission has morphed over into revenue making with every gallon of water that does not go through the turbine viewed as revenue lost.

I understand everything you just pointed out Al. 700cfs is much better than 55cfs. This week, flow will hit the lower river at the warmest part of the day.
