Muddler or a puglisi style baitfish pattern in olive or green over orange, possibly a little umpqua deer hair frog, like a sz 10.  Long leader.  They're kinda c*nts in those skinny creeks.

I would agree with downsizing for sure. Small poppers, beadchain clousers, gurglers, bunny leach, etc

I think I would start with a bugger, if only because they can be fished so many different ways.  Not every creek is full of baitfish and a bugger will imitate about anything that lives in a creek. I would make sure it had a little flash and legs.
