I spotted this last night and called the city of Asheville and also left a message with the French Broad river keeper, interesting that was only sheetrock mud and solvent, considering when I saw it the creek looked like straight milk.  The area this was in hits the French Broad about a mile further downstream.

Also worth noting the property was not UNC Asheville, it was actually the city of Asheville's property (greenway), which the university was quick to proclaim when I called them first to report it.
