9ft4wt- thanks for all the info man. that's a big help. mossy and beaver look like nice spots with their close proximity...seems like i could just focus on those 2 spots for a few days and maybe come away will something worthwhile. anyone know of the best place to camp out if that is going to be my area of fishing...i guess GWNF is close by. im not really into campgrounds though, rather backcountry.

You can pick them up at the ranger office at the campground near the dam. Downstream at the access points you don't the permit. theres a bunch of primitive sites in the national forest out 33 west 10 minutes from harrisonburg, as well as elsewhere nearby.  although there are also affordable hotels too.  i for one have done enough cold weather camping to know to avoid it whenever possible anymore.  do be very careful if camping in the national forest as that late muzzleloader season comes in and there are some irresponsible hunters around.  wear as much blaze orange as you can to be safe.  heres a site for some area campgrounds that you may find useful

Not much in the way of backpack camping that i know about in the area. But since I don't do that it doesn't mean there isn't nay. Guess you could hike out in to the forest and pitch a tent.

People do camp along the Dry River in the sort of make shift spots. Sometimes get a pretty rough crowd back in there. also harrisonburg and state have been tightening up on access (a good thing) along the river to reduce 4-wheel off road traffic. Not sure if that had any impact on camping.

There is a campground at Natural Bridge. Not sure if it is open in the winter.

Hone Quarry is a neat little spot. Just driven to it. Heard it can get rough on weekend in the summer:

North river campground is a little out of the way for Mossy and Beaver but doable. Also, the North River below nearby Elkhorn Lake is a delayed harvest section. Can be fun if the poachers have stayed away. Beautiful stretch of water.

right onto Rt. 95B and proceed to the campground.

GENERAL COMMENTS:
The campground is a remote, developed primitive site with tall pines
surrounded by a creek on two sides.  The loop configuration of the
campground makes it a good location for large families, scout outings,
etc.  During late summer and early fall, the campground is packed with
at least one group of RVrs who traditionally gather at North River.

the camground for hone quary is pretty nice, and you should have no problem finding a site at this time of year.  theres a small stream that runs through part of the campground. they used to stock it, dunno if they still do, but i imagine it, like the lake, gets hit pretty hard by spin fisherman with powerbait.  but its a good way to waste some time.  todd lake is closed this time of year, but through spring and summer its a decent little campground.  just something to think about.  you can check the whole list, you might decidet to forgo mossy and try elsewhere over the break.  its your call, and there really arent any bad choices.
