Looks like a fungus to me boss man, but I dunno. Search "Southern Red Oak Fungus"

A fungus amongst us. Lot's of luck spraying a big tree.
This will pass. Might get ugly, but death is a slim chance.

I have a problem similar on my Willow Oak(they call them pin oaks here, but I think that's incorrect. There were a bunch of new leaves that came out crinkly and fell off green. They had little white spots.
