Looks like a PA hatchery product to me.

28-pound rainbow trout was caught in a northern Idaho river last week—which would have been the largest in state history-- but it had to be released due to state laws protecting the threatened species. "It's the biggest rainbow trout I've seen," Steve Liebenthal, the public information specialist from Idaho Fish and Game, told FoxNews.com. The fish was hauled in on Jan. 8 by angler Larry Warren on the idyllic Clearwater River. The catch was remarkable. Biologists took a look at the photo and confirmed that the fish did appear to weigh around 28 pounds and guessed that it was somewhere around seven years old.

Yes this could be a hatchery planter even though it has an intact adipose fin.   Captain Ripped Sweatpants (related to the Big Bang Theory character) done well!

From the Idaho Fish and Game site:

"Steelhead are rainbow trout longer than 20 inches in length
in the Snake River drainage below Hells Canyon Dam, the
Salmon River drainage (excluding lakes and the Pahsimeroi
and Lemhi rivers), and the Clearwater River drainage
(excluding that portion above Dworshak Dam and lakes).
Rainbow trout longer than 20 inches in length with the
adipose fin clipped, as evidenced by a healed scar, are defined
as steelhead in the Snake River from Hells Canyon Dam
upstream to Oxbow Dam and in the Boise River from its
mouth upstream to Barber Dam, during steelhead seasons.
Only steelhead with a clipped adipose fin (see Page 47), as
evidenced by a healed scar, may be kept. These are hatchery
fish that had their adipose fin removed as juveniles. All
naturally produced steelhead with an intact adipose fin must
be released because they are listed as "Threatened" under
the Endangered Species Act (see Page 48). Some hatchery
steelhead are not adipose fin clipped and must also be
released."

So the fact it has an intact adipose would mean it's a hatchery bow and was stocked under 20 inches so the adipose was never clipped  correct?


I thought that clipped fin steelheads out west were to tell the farm fish apart from the native sea runs in costal rivers
